Level 1 Cogs are the weakest types of Cogs in Toontown. They have 6 health points. Only cogs that are at the bottom of their Corporate Ladder can be level 1. The only Streets they can be found on are those in Toontown Central. They can also be found in very weak Cog Buildings as well as the V.P. and C.F.O. battles.
