Lord Lowden Clear is the leader of the Toon Resistance. He is a bright red Dog.
Lord Lowden Clear only features in the Toon Resistance part of Toon News... for the Amused!. He usually reveals weaknesses of the Cogs in his section of the news or a portion which is related to destroying Cogs, such as jobs, Cog headquarters, etc.
He also appears in Field Offices, giving the Toons objectives.

- There seems to be an inconsistency regarding Lord Lowden Clear's head shape. Most depictions have him with a large head (sometimes with the bump edited out), and some depictions have him with a smaller head.
- This mistake was carried over to Field Offices where he has a small head, though he should have a large one.
- "Lowden Clear" is a pun on "Loud and clear."
- He wears a Cashbot suit, specifically a Short Change suit.
- Once, Lord Lowden Clear was presented in a YouTube video called, "How to Storm Sellbot HQ."
