Flippy with Desk — Flippy, leader of the Toon Council

The Toon Council is a group of toons who pass all laws, decrees, bills, and other important items in Toontown and are also the main governing body. The chairman is Flippy who has his own office in Toon Hall. Also, one of the leaders of the Toon Council is Lil Oldman who resides in The Blizzard Wizard on Walrus Way, The Brrrgh.

Hi everyone! Maddie here! KEEP COUNCIL ALIVE

You may have seen me at toon valley or zany acres! I have been hearing toons talk about that toon council is over. I do not want toon council to be over!!!! If you don't either I need YOUR help to keep toon council alive! This means we have jellybean fests and SO much more! I have been hearing all of this crazy stuff at zany acres the jellybean fest on saturdays - mostly every week, usually 6 pm toontown time. If you wanna help me on this, I have lots of toons here are the ones I will most likely to be on : Melody ( purple cat medium height 82 laff ), Maddie ( tan cat 16 laff small ) Dynamite ( tan cat 15 laff small ), and Kellene ( tan cat 15 laff small ). Ok usually all my toons are in toon valley. Also, I will prob make videos and post them on youtube and feed you about everything. My youtube name is : Kathryn Mercaldo.. which should come up when you look it up. BE TOON BELIEVERS. KEEP IT UP TOONS. AND REMEMBER TOONS OF THE WORLD UNITE!!!!!!!!!!!!!

-Not much is known about the Toon Council, but one of their known duties is to supervise toon names. When a toon requests a name when you create a toon by using Type-A-Name, the Toon Council will look over the name and will either accept or reject the name (forcing the toon to choose another name). If accepted, the toon will receive a certificate for the toon's name from the Toon Council.
-Another known duty is to warn toons about [[Cog Headquarters|cog headquarters]] and keep toons safe from the dangers dwelling inside the headquarters. The Toon Council has instituted [[Laff Points|laff]] limits on various elevators of the headquarters, preventing toons with a lower laff amount than the limit from entering the elevator. They also appoint [[Toon Troop]]ers and [[Resistance Rangers]].
